Reporting to the Vice President, Trade Policy, you will be responsible for the ongoing identification and evaluation of regulatory, policy and market issues relevant to Powerex’s success in the western energy markets. Specifically, you will seek to ensure Powerex has maximum ability to purchase and/or sell clean electricity products and services in the various markets across the west. You will monitor market development efforts and analyze the impact of existing and proposed environmental policies, market rules, tariffs, and business practices on market access and market outcomes. You will be responsible for developing Powerex’s response to those proposals in conjunction with Powerex Managing Directors and Senior Management. You will also be required to represent Powerex’s interests in public forums, including in consultations with industry participants and with relevant regulatory bodies and/or governments as appropriate. Additional responsibilities include directing the preparation of supporting documentation and policy materials in the course of regulatory proceedings and provide policy support in the event of business disputes, arbitration and litigation.
You have the ability to understand the foundational legal, regulatory and policy frameworks that establish access to, and value drivers for, products and services in western energy markets. You also have the ability to understand the economic incentives that drive the behavior of market participants and the capability to anticipate how changes in rules will alter that behavior. You can build upon that knowledge to understand how market and policy changes can influence the value drivers for, and ability to deliver, clean energy products and services. We are looking for a candidate with either a solid legal background, preferably in energy/regulatory policy, and/or an advanced understanding of Economics in the areas of auction theory, game theory, industrial organization, and/or competitive market design. Candidates with other academic qualifications, but demonstrable knowledge of the aforementioned areas will also be considered. The ability to build relationships and effectively interact with senior representatives in corporations, regulatory bodies and/or government are important capabilities for this role. Excellent writing skills and the ability to clearly convey complex issues at a high level are also critical to success. Knowledge of the electricity trade industry along with U.S. and Canadian regulatory policy would be a key asset. Candidates are required to extensively travel both in Canada and the US. This position involves working outside normal working hours/days.
